The most effective and sustainable way to bring the benefits of the digital revolution to vulnerable populations is to increase their own mastery of digital tools and encourage their active participation in the creation of digitalized services tailored to their issues, contexts and aspirations.
With this in mind, the consortium has adopted a number of key guidelines for digital innovation :
To set up a collaborative, digital platform for practitioners, combining face-to-face activities and connecting key players in systems dealing with the issue of children and young people on migration routes. The aim of this platform will be to enhance/catalyze existing resources and stimulate communication and collaboration between players at national and regional levels, in order to sustainably strengthen their theoretical and practical knowledge.
Experiment with the concept of Resilience Innovation Facilities (RIF) through pilot projects implemented in strategic areas along migration routes (Morocco and Guinea from 2021).
Improve the information available to WCYs about the services they need, through the use of a digital platform/application ("app"). It is essential to take great care not to encourage certain forms of exclusion, and to adapt the application for locating services and information to the profiles/needs and action logics of WCYs. The proposed application or integrated solution should be as accessible as possible, providing up-to-date, gender- and diversity-sensitive information. Questions relating to the participation of WCYs in the design or adaptation of the solution, as well as the potential refusal of users to be identified and located against their will, are issues that attracted the full attention of the consortium.
"Digital Learning": The project aims to capitalize on the potential of digital technologies to better inform and empower young people, facilitate the continuity of information and the coordination of players. In this context, the consortium intends to capitalize on its experience in the field of "digital learning" to test tools that not only provide WCYs with access to the information and services they need in a mobile situation, but also extend access to content and learning processes initiated by education and training players. The offer to be piloted could include the following dimensions/contents:
Awareness-raising and practical information on mobility and its implications for informed decision-making (link with digital application).
"Life skills": how to protect oneself along the migration path and access to key services (digitalization of modules identified and/or developed as part of the project).
"Life project": an online module for reflecting on one's life project could be tested.
Languages: language rudiments/key words could be made available.
Pursue the development of digitalized services for the protection, education and economic integration of young people (educational and vocational training products, online banking services, biometric authentication methods for humanitarian assistance or document backup, etc.).
This offer will have to be adapted to the context of West and North Africa in terms of Internet access, combined with the challenges posed by mobility. The project's philosophy will remain to build on what already exists and avoid creating costly new systems. The pilots will therefore be based on existing applications that have already proved their worth, both in terms of use and popularity with the target audience. In this sense, bridges between applications that are "in vogue" with WCYs (social networks) will need to be promoted in order to popularize these new tools. Through its activities, the project should not only enable young people to use the tools promoted and/or (co)developed by the project, but also create interest and confidence.
